The plugin for Windows comes in two versions:

The only installation requirement is GIMP version 2.6 or newer.1

Since version 0.7.0, the files you find here are true Windows installers, not just self-extracting executables like in the previous versions.
Also, translations and help files should now work fine under Windows.

NOTE: It's recommended you uninstall any previous version of the plugin before installing a new one. The versions prior to 0.7.0 do not have an uninstaller, therefore you'd need to find and remove the installed files manually. If you don't do this, nothing bad will happen, but some old files would remain on your hard disk unused. In most cases, removing the gimp-lqr-plugin folder which is located under the share folder of GIMP should be sufficient. Since version 0.7.0, the uninstallation can be performed automatically, as explained below.

Standard GIMP version

For GIMP 2.8 (the most recent version), download the plugin from here, then execute it and follow the instructions.

On Vista and Seven, you'll need administrator privileges to perform the installation.

If everything goes well, you'll find the plugin under the Layer menu the next time you start GIMP.

For GIMP 2.6, download this version instead (the installation procedure is the same as described above).

Uninstallation

You'll find the plugin in Application management2 in the Control panel. You can uninstall it from there.

Note: the size of the application is greatly overestimated by Windows, at least by Windows XP. Don't get alarmed if you see more than 100 MB of occupied space, it's actually 2 MB or so.

GIMPPortable version

For GIMP 2.8 (the most recent version), download the plugin from here, then execute it and follow the instructions.

Administrator privileges are not needed to perform the installation.

If everything goes well, you'll find the plugin under the Layer menu the next time you start GIMPPortable.

For GIMP 2.6, download this version instead (the installation procedure is the same as described above).

Uninstallation

If you want to remove the installation from your PortableApps environment, you need to find the uninstaller executable. Suppose you have installed GIMPPortable under F:\PortableApps\GIMPPortable, then you'll find the uninstaller under F:\PortableApps\GIMPPortable\App\gimp\share\gimp-lqr-plugin. Double-click on it and follow the instructions.
