the tutorial says the image can be "flexible" how do you do click and drag it larger and smaller?

in the tutorial it shows a "flexible" image where it is clicked and dragged larger and smaller…how do you do this specifically? instead of entering the size thanks

You are probably referring to the YouTube video in the Examples page: that is not a tutorial, and the program shown there is not Liquid Rescale.
The plugin has currently no interactive mode, but this will be introduced (although not with that interface) in the next version, which is almost ready.
