once I've downloaded the plug-in how do I load it to the gimp?

Clicking on the link, or double-clicking on the downloaded file, should let you choose to use "GDebi Package Installer" to install it.
Then you just start GIMP, and you'll find it in the Layer menu.
I have Gutsy and Gimp 2.4. I downloaded version 0.3.0. I installed it with the GDebi Package Installer and it says it was successful. I see the gimp-lpr-plugin in the plugins directory, but, it the tool doesn't show in the Layer menu. Am I doing something wrong?
I see these font errors, and then Gimp opens:

Ok. I fixed the .fonts.conf error. It had a word-like quote for some reason. Now Gimp opens with no errors from terminal, but still no Liquid Rescale under Layers. I also tried reinstalling the gimp-lqr-plugin-0.3.0-4.ubgtsy.i386.deb file, but still no tool.
Hold on, I'm preparing a true gutsy package (not a checkinstalled one).
It will be ready maybe tomorrow.
In the meanwhile, uninstall the previous one.
