Install unsuccessful on Window version of Gimp 2.4.4

I have following install instructions for Liquid Rescale 0.4 to install into windows version of Gimp 2.4.4. Extracted all files into C:\Program Files\GIMP-2.0
After starting up Gimp, Liquid Rescale is not in the Layers menu? Tried it with a .jpg file and .eps file
Have I missed a step?

This is strange. Two questions:

• Did you try with a previous Gimp version also?
• Did you check that the files are installed with their full path? e.g. the file “gimp-lqr-plugin.exe” should go under “c:\Program Files\GIMP-2.0\lib\gimp\2.0\plug-ins\”

Thanks for your help. I had placed all files in c:\Program Files\GIMP-2.0. I moved gimp-lqr-plugin.exe to c:\Program Files\GIMP-2.0\lib\gimp\2.0\plug-ins\ and it appears to be working
