Thanks to the efforts of Alexandru Ciobanu, the gimp-lqr-plugin and library are now officially included in Fedora 7, 8 and 9.
Supported architectures are i386, x86_64, ppc and ppc64.

To install, just issue:

yum install gimp-lqr-plugin
options
